Looks like it. Doesn't seem too happy. Not enough light?

hi. this is the ponytail palm (Beaucarnea recurvata)
It loves a lot of sun. Nutsabout it. The blades grow longer in shady areas.
If the trunk is cut, it sprouts into two branches.
the older the plant the wider the base.

It's actually growing in my friend's outdoor garden, so it gets heaps of light...
