When it blooms, yes. Well, Kale does as far as I know. There's quite a few that look identical to your plant across the street from me in the community garden.

Kale, cabbage and broccoli have blooms like that. It looks like it's stretching for sunlight.

Maybe a larger variety sedum? Posting my "Autumn Joy" so you can see they look very similar. Also heard of them referred to as shrubby stonecrop.
