Looks like a type of Lantana.

I can't tell from the photo which is a bit distant... might it be Phyla nodiflora? Some of the photos taken from above look similar.

I didn`t realize the blooms were so small. I think altagardener may have it correct with Phyla nodiflora.

Flowers and leaves seem to match Phyla nodiflora.
