The bit in the the today history section starts out (5-30) 'Chief" which as an adjective could be easily misinterpeted. He was a general in the Civil War and accepted the position of 'Commander of the grand Army of the Republic' after the war; this was more of a political position rather than military. From that appointment he was able to secure passing of a holiday to remember comrades slain during the Civil War, our Memorial Day.
