I saw a pair of these birds early this morning flying quite high in a circle above a Creek near where I live in NY State. They were very vocal making me think one or both were juveniles. I really don't have any idea what they were, I thought possibly some sort of Tern due to the long beak. The belly was a bit lighter than it appears in the picture.

Any help with this very much appreciated.

The more I look the more I'm thinking it's a Belted Kingfisher and it's just the light throwing me off...
