I saw this bird yesterday in a nature area hanging around above a large pond. As there were lots of Eastern Wood Pewees about I thought it was a juvenile with the all black beak, but something is making me question that so I'm hoping to get a second opinion on what it is.

I'm now thinking Eastern Phoebe, I discounted it as I thought it didn't look stock enough and the wingbars looked too prominent, but it would seem to fit.
