Can someone please help with ID? I thought a Northern Harrier or a juvenile sharp-shinned hawk?

Meant to say that this raptor was seen in Half Moon Bay, California.

Thanks much. Would have never guessed but now that you mention it, after doing a quick google search for images of juvenile Red-shouldered Hawks, I think you're absolutely right.
