Hi, i found this insect in the forest near the town i live in, in romania. It is about 4-5 cm long and i have no clue about if it can fly. can anyone tell me what bug it is?

Some species of ground beetle, but I have no knowledge of what one finds in Romania.

Not a ground beetle at all, but a female blister beetle in the genus Meloe - look up 'oil beetle'...

Thought its abdomen looked too broad for a blister beetle, but then, my knowledge of insects is pretty casual. Sorry for the mis-info.
