In Salem, OR and is in my son's yard so I don't
have a closer picture yet or any info.

IMO:
It looks like the new leaves are just opening up. It loses its leaves in the winter.
The branches are growing in pairs.
The branches are arching.
The bark might have lenticels (little openings, looks like tan or off-white spots or little bumps),

Wild guess:
Forsythia.
