Any idea what plant this is? A crab apple?

That looks very much like a Malus sp. - Flowering Crabapple - just as the buds are about to burst open fully. A picture tomorrow should show that well.

It also looks like it's in a fight for its life with a cadre of other vigorous plants.

Here is another picture from today.
Yes it is pretty crowded. I just noticed it a couple of weeks ago. Just discovering the various plants at my new house
Would you suggest I move it now? Or should I wait till fall?

I'd wait for fall dormancy.
