SOLVED: Maryland wild shrub

Annapolis, Maryland, United States

This grows prolifically along highways here, and has clouds of white (seeds or flowers, which?) ready to disperse in mid to late fall. Narrow oblong leaves on shrubs usually 5-10 feet tall and wide. What is it?
