SOLVED: Some kind of Cotoneaster

Horta, Portugal

I need some help identifying this shrub. I believe its some kind of Cotoneaster.
It grows in temperate / Mediterranean climate.

Contra Costa County, CA(Zone 9b)

Look up some details of these options:
Cotoneaster microphyllus- evergreen, back of leaves may be grey or a bit fuzzy.
C. horizontalis- deciduous to semi-evergreen. Branches often 'fishbone' pattern.

There are several varieties of each of these that may have smaller leaves than the species.
