Is this growing in a somewhat damp condition or even in shallow water?
I am thinking along the lines of Carex/Juncus/similar sort of plant.

No unfortunately it's not growing in damp conditions/ shallow water. It was found at Stone Canyon Creek near UCLA but there is no water in it right now.

It looks like a sedge to me.
