More pics would sure help.
If this is a tree, then trunk, bark, flowers, fruit, overall shape.
If this is a smaller plant, then the same concept.
I think this is a single leaf, twice pinnate. But it might not be... Can you tell where buds are, at the base of each true leaf? There are no buds at the base of leaflets or subleaflets.
A tree might be Koelruteria bipinnata.
I think we've seen this recently posted elsewhere as Campsis radicans, or Trumpet Vine. Though intentionally planted, it's become invasive in my garden.
For no good reason, I don't think it's trumpet vine. Too pale, too flat... ?

Campsis radicans has once pinnate leaves. The leaf in this picture seems to be twice pinnate.
Other Campsis seem to have similar leaves. Once pinnate.
Melia azaderach is another tree that grows in CA and has a twice pinnate leaf.

No it is not a tree! Sorry I do not have that much more info on it. I snapped the picture a few days ago and it is not near my home! The root had multiple leaves like the one in the pic coming out of the root. It was maybe a foot off the ground!
