This is about a foot to 18" tall, mounding, and has ...I don't know how to explain the smell, maybe kind of like rosemary? But it is wonderful after a rain. The leaves are fine and soft.It doesn't have any flowers. I have had it for 3 years now and it was sent to me as "American" something or other. Any Ideas?

It looks like an artemisia of some sort.

I don't think it is an artemisia. It doesn't look the same as what I have and the leaves are smaller and finer on mine and they are soft. I will post a pic of it up close?
