I'm still leaning toward artemisia. My Roman wormwood has very fine foliage like that (artemisia pontica) - but it's more silvery. This plants stays in a clump? ... or does it spread?

The clump gets wider every year. My appoligies, after looking artemisia pontica up, I believe that you are right. When I was looking up just artemisia, all I was finding were silvery/gray colored plants. Thank you so much for helping me put this mystery to rest!
