It kinda reminds me of a scented geranium. Can't remember the latin right now, but if you do a search on "scented geranium" or "citronella geranium", I'll bet you'll find it. Especially if you do a google.com image search for either of those.
Most scented geraniums flower little, if at all. The ones that do flower have kind of insiginficant (compared to regular flowering geraniums) blooms; usually pinky purple, on spiky stems rather than clustered blooms. There are a few exceptions, but they are grown for foliage, rather than blooms :)
