Some of these cultivars are small and I've never come across a Larkspur yet that is 4ft high but I don't doubt you've seen and grown them that tall :)

Crimson, there is a new variety of delphiniums very popular in US the past few years that are very dwarf, as you say, not even 2' tall. The dwarf ones are supposed to be longer-lived than the really tall ones. I have 'Black Knight' cultivars of varying colors; some are 5' high.
