This looks like h. arborescens 'Annabelle', seen in many gardens in upstate New York and in bloom now, about 1 July. Flower colors change from cream to light green and then tea-colored. They can be harvested in any color state to dry and retain the color. I use them in winter as christmas tree ornaments.
The flowers are much larger on the 'Annabelle'. They look similar though in color. Winterthur Gardens had these shrubs labeled 'Hills of Snow' so I'm sure it is correct. I also grew up in Upstate NY near Buffalo and H. aborescens always seemed to come through the winters much better than any of the other species.
