This is a beautiful shade of blue! I have never heard of this plant - where did you get it? I live in Rhode Island and assume I would have to grow this as a house plant (it looks tropical to me).
They don't make good house plants, but can be done successfully as pot plants in your area. They have a natural dormancy in the winter, so you don't lose much from those of us in warmer climates.
Most people will start them indoors up north, in the hottest part of the house, then move them outside to full sun once temps are averaging 70 and higher.
