Can anyone tell me for sure that this is a Camassia scilloides or a C. quamash?

mark - I just bought some of these seeds. Do you have any advice on these? The best information I have is:

Sow at +4C (39F), germ. erratic, often many months

I'd say it depends on the size of the flowers C. quamash has larger flowers at 1.25-2 inches across, C. scilloides has flowers 0.75 - 1.25 inches across.
