Roses: Red Rose Attack

Something has attacked ONLY my red roses. It appears that a sharp knife has sliced a portion of each bud. Can someone tell me what the culprit is and what to do about it

I think it's the rose chafer beetles. You can pick off the beetles and destroy or use an insecticide. Or try a forceful jet of soapy water and then rinse off about 30 minutes later.
