From the shape of the web, I think it is one of the spiders classified as "Orb Weavers".

I haven't been able to come up with an exact match yet. It does look like some of the pictures I've found called "Garden Orb Weavers".

I've seen these guys all up and down the coast. They usually come out into the web at night so nothing can pick them off.
