I have potted silver dust. What kind of weathering can this plant handle? Would a fridgid winter kill it?

If you have plant I think you have, it's an annual which means it doesn't overwinter.

I have a purple passion plant/ vine where should it go?

The purple passion vine does well as a houseplant in a bright window. If it doesn't get enough light it will get leggy and spindly looking. Let the soil surface dry slightly between waterings and do not over water.
