I am installing a reed fence using my chain link as an anchor. I am going to make a frame for the reed fencing, using furring strips. At the angles on the back frame, I plan to use those L shaped brackets. My question is, in installing the top piece, which would make a stronger frame, a. on top of the posts or b. in-between?

On top, you would have gravity assisting, not just the fasteners.

And that way it'll keep moisture from getting to the end grain of the vertical pieces, where it would be drawn into the wood, as trees like to do alive or dead.

Thanks to you both .. I am also planning to install an identical frame, though not as hefty on the front. I thought some silicon caulk would be a good idea on the top between the two frames. Yes or no?

Personally, I wouldn't open a new tube for the occasion, but if you have one laying around, it can't hurt. Construction adhesive might be better... or you could flash the top, better still.
