To prune or not prune? that is the question. If so, how and when. It has some new growth, but some dead looking stuff too. They are Pink Speedwell, Veronica spicata. Any help would be greatly appreciated.

Me personally, I'd clear out the dead stuff and leave the new growth alone. General rule-of-thumb for all perennials, not just Veronica.
