Perennials: Wintersown sprouts but no real growth yet

I tried wintersowing for the first time this year. My poppy seeds sprouted but have shown no real growth since (it's been 2-3 weeks now). I realize last week's weather wasn't conducive to growth, but when should I expect to see some true leaves?

As the temperatures warm up,you will see more growth.
