Homeschooling: Need help teaching reading

My 8 year old is in 1st grade and not doing so good. He was held back in Kindergarten so he could catch up but it didn't do any good. His reading and comprehension is still not where it should be.
I have about had it with the public school system but just don't have the faith in my ability to homeshool. Here are the issues we are having and any help to work on solving the problems would be SOOO welcome!!

- He sounds out every word small or large no matter how many times he has read the word before. By the time he reaches the end of the sentence he has no idea what it is about. Reading a whole story and expecting him to know what its about is just silly!

- He will try to add or take away words to make the sentence "make since".

- He doesn't know which vowel sounds to use especially the word "about" and others like it. I can tell him the sound it makes but not why.

These are just the three biggest problems we are facing but I think if I can get him to read the words with out having to sound out each one the other smaller things will fall into place. I am open to any suggestion from anyone nothing is too hard too much or too silly at this point I will try anything!
