I have a Hunter 42" fan and when my wife pulls the chain to turn it on she gets a shock.
I removed the fan and blades so I could check it. My meter reads about 10 VAC from the metal of fan to a ground. All wireing looks ok. Could this be a bad switch or cap. ?

Probably not a switch. Maybe a cap. Most likely a transient feedback from a motor, lighting ballast (fluorescent) or a transformer somewhere in the building. I'm a 20+ year journeyman electrician and have seen it often before. Make sure you have a good ground connection at the fan and at your service panel. That should solve the problem.
