I have been exchanging seeds with others overseas for some years and up until now have not had a problem.I always complete customs declaration form( i.e canna generalis)and p.o. has my recorded i.d.Yesterday I went to post small amount of canna seeds to south africa and was told this couldn't be done .Do I need to have an import and phytosanitary certificate from south african customs before I can send these seeds.Have others here encountered this problem before
