i have the worst problem ever...i was taking the plug-in cover off my daughters room gettin ready to paint and when i took it off i noticed the paint by it was starting to peal...so of course i pealed half the wall it looks horrible...i live in an apartment building they told me they use latex paint so when i painted it last time thats what i used...it pealed right down to a plaster kinda stuff...now i have a big ridge but i don't think its enough to use plaster...what can i do if i don't use plaster...please help me...oh and also on the other wall the paint all cracked up it never fell off but its all cracked up...what can i do with that it don't seem like sanding and priming is helping...HELP...thanks

gosh,it's been a long time since you posted this.latex enamel paint will go on ok . sounds like the walls werent cleaned good enough when the paint went on . or it was latex over enamel. don't know about where you are ,but down here,in most states, the building owner is responsible for painting and upkeep.you can't even put a picture on the wall if you have to put a nail into it.if you sleep in daytime, work at night, don't put foil or hang a blanket over windows. if you are allowed to plaster, that would be the easiest way to fix it. knock off loose plaster, wipe down with damp cloth ,and slap that plaster on there.first time may be scary ,but you can do it and if you can't get it smooth, use lot's of plaster and rough it up while it's wet.i make random slaps with my trowel to rough it up,and it looks great when it's painted. plaster, then primer, then paint.go for it and good luck sally
