a Black Phoebe? I tried to get a side view of him, but he spooked and flew off. He was down near the river catching flying insects in the air very close to the ground (4 or 5 inches)

Certainly looks like one! The habitat and behaviour is spot on. From the brown-ness, I'd guess probably a youngster.
