Is there a way to measure the water pumped from the cistern rather than the level of the water in the cistern? The cistern and the pump were already in place when I bought the house and the access to the cistern is problematic. Thus, I want to be able to measure at the pump if I can. Any suggestions?

you can buy meters like the ones the cities install to measure water usage and install it anywhere you want in the piping system.
