Without having any other information about the conditions the vine is in, my guesses off the top of my head would be 1) not enough sun, 2) too much high nitrogen fertilizer, 3) pruning too much at the time of year when it would be forming buds, or 4) something's nibbling at the vine and munching off the buds.
