The 1/4 sheet sander uses regular sandpaper, found anywhere. You cut (or fold and tear) the sheet of sandpaper into 4 equal sheets and use the 1/4 sheet.
The Random Orbital uses special sanding discs with holes in them. They attach with velcro and therefore are more expensive. The result is a bit smoother and it does have better dust collection.
I used the 1/4 sheet sander for years with good results and would lean more toward it for ease of getting sandpaper and for price. Both still leave a dusty trail.
What do you intend to use it on?
Why not go to Home Depot or Lowe's and actually handle one? You could also then see what the cost of replacement sandpaper is.

But essentially, I'm painting out my country styled dining room table and chairs and then my kitchen cabinets.
I actually already ordered the one that uses regular sandpaper and cannot WAIT to receive it in the mail. :-) I think the option of fitting regular sandpaper to it instead of slightly more expensive specialty paper is what sold me. :) Thanks a LOT for your input!! I appreciate it!!
