On HGTV's GET IT TOGETHER the designer C. Dakota took about 4 stiches in vertical row 2X's then pulled the threads through to gather the fabric. She called it a balloon valance but it was not a balloon valance. It was a piece of fabric hung from a simple curtain rod and then gathered in 2 places. sometimes people will use ribbon where the gathering is. Do you know what I am talking about?
