i just recieved a rooted plumeria--little over a foot tall--no buds, leaves etc--just the stick with good roots--i put it into a pot and plan to let it stay dormant for the winter (keeping it indoors) and then move out in spring--my question is --how much can i water it so that it does not die but still stays dormant?

Linda, after the leaves drop, you will want to water very sparingly. I water when the soil looks dry, but mine stay outside all year. When mine go dormant outside if it gets very cold, then they need little to no water. Cold/wet is a very bad combination for plumerias.
