I believe the current photo in the Bug-files is of the more common Red-banded Hairstreak. My opinion is based on the thickness of the redbands and of the near lack of , or complete lack of a red cap on the blue spot near the hind wing lower angle.
The Dusky-blue has a thin red border on the white postmedian line and a full red cap on the blue spot. See page 103 in Butterflies of North America, by Jim Brock and Kenn Kaufman. It would be highly uncommon / rare for the Dusky-blue to be seen in Louisiana, being considered as "Texas Only" by both Kaufman's and Butterflies through Binoculars - The East, by Jeffrey Glassberg (see Plate 14).
Attached is a recent but poor picture of the Dusky-blue, taken in Houston.
