Looks like a Nippon or Japan item. That is a label a importer would have used, more of a shipping thing, I think.
Everything needed to be marked after 1891, so with no mark I assume it would be earlier than that.
The type of decoration is called "Lustre", referring to the gold trim.

Thank for tell me , I had one just like this one before and don't know what happened to it so, when I saw at Goodwill 2 weeks ago so glad that I bought this again.
