Without more information my best guess would be either too much water or not enough sun.

How much sun does it get?

They are all in full sun all day. It has been cloudy many days in the last month however. Plus the weather fluctuations so drastic. Does it look like spider mites to you? Should I just cut off the yellow parts? Thankyou so much for replying. And thanks again for your wonderful articles.

How cold is it getting down there?

No I don't think its an insect problem.

Give it a dose of a fertilizer like Miracle Gro at 1/2 strength.

Let me know how its doing.

We have been as low as 34 in the mornings and then go up to the 60's and 70's in the afternoons. I am so glad it's not insects. I will give it some 1/2 strength Miracle Gro and I'll let you know. Thanks again so much. I will be planting my roses in the ground in a couple of weeks, as soon as I get my beds completed.
