I was wondering if cutting green wood in the summer and storing it in a somewhat drafty garage would dry it enough to use in the winter. Also what if it has been lying on the ground (tree tops) for years?

It doesn't work too well here. We have very dry summers (20-30% humidity), we've cut/split and stored in Direct sunlight and still it burns green. We burn mostly doug fir and ponderosa and find it needs at least a 1 year cure in the open to dry
decently.

If it has been lying on the ground for 'years' chances are all the sap has been washed out of it by rain and snow.
That wood should dry quicker and be usable sooner.
Just our experience hope it helps.
