Beginner Vegetables: Is it ok to mail seeds when it is below frezzing

I have been waiting to mail seeds to a fellow gardener in MASS, but it is so cold up there every time I check their weather.

I would like to send the seeds anyway. Have I been waiting for nothing???

Just make sure they're well wrapped and send them on their way. :)
