When should I begin removing mulch in zone 5 ? I'm a peony newbie.

I planted a dozen peony (from Hollingsworth) last fall and then surrounded with new daylilies (from MaryOtts). Then mulched the entire area with 3-4". Last weekend I spot checked and green growth in the daylilies and peony 'shoots' are appearing.

And since I'm asking questions, should I begin feeding with something specific to peony? Beginning of April, I'll spread the Milorganite, and water with Miracle-Gro only if necessary to water.

Thank you. Sunny days now, highs in 40s for most, 20-30s low for most.
