My partner bought 50 watt bulbs for the ceiling lights and fitted them onto the ceiling bracket but they should have been 20 watt without me knowing and now they've all gone out. Suspecting it maybe the fuse thats blown i changed it but still doesn't work although the actual bracket is live! Why does my mains tester show there is power yet the spots wont work? Thank you in advance.

The bulbs probably burned out, that's what happens when you use a bulb that's higher wattage than the light fixture is rated for. I'm not sure if it can damage the light fixture itself, but before you do anything else I'd run out and get some 20 watt or less bulbs and see if those work.
