I use any clear or white plastic for labels: milk jugs, plastic carton inserts, or any smooth plastic. I write on it with a sharpie, and then cut it up (I can usually read these for about a year outside).
Storing gallon milk jugs: I used about 50 milk jugs last year for various gardening needs (winter sowing, seed starting, frost protection cap, etc.). I use jute string to tie together 20 jugs by the handle then hang them in the shed...that way they take up very little space, are portable and are under control.

Old mini blinds cut up are great plant markers and they last in the garden forever. Just be sure and use a good sharpie!
