Can someone explain in simple terms what a Roth IRA is? Where do I get one? Are they different from the IRA I opened at my local bank?

I have a 401 through my employment which great because it lowers our taxable income. I read that a Roth IRA is better than a regular 401 plan? Why is that?

Can I roll my 401 into a Roth upon retirement? Why would I want to do that?
