I'm a new-ish gardener, but I wouldn't think that would be such a good idea. A lot of carpet is treated with all sorts of chemicals (flame retardants, stain repellents, etc.) that may be bad for the plants, and if the ground can't breathe it might get a little funky under there after wet weather.
I suspect that the major problem is that roots will grow into it, making it harder that heck to ever get up again. I've pulled some old rugs up that were dumped years ago. It's not fun.
There was a guy I knew in Missouri that would comb neighborhoods looking for old carpet that the owners were getting rid of. He would clean it and then use it to make cat trees - literal trees at times. But I've never heard of anyone using it for a garden.
