I found this plant at the New Jersey Botanical Garden in Ringwood. The bloom is dark purple. The flower parts (petals, sepals, anthers) are in multiples of three but the leaf looks like a dicot.

That's an Akebia quinata:

I agree with Plantaholic that it is an Akebia.
Because it has leaves of three I believe it's
Akebia trifoliata

GGK- I thought about A. trifoliata as well, but there are some leaves in the background that have five leaflets. A. trifoliata is pretty rare, so I suggested the quinata. Maybe there are two vines there?

You are supposed to plant two types of Akebia to get the flowers, that is probably why you are seeing 3 and 5 leaves in the pic. I have both.

Lucky you! I had an A. trifoliata a decade ago at my previous garden, which I foolishly left there. I have yet to find another : ( But I do have A. quinata 'Alba'...

I have had just one for a long time and it flowers very well. Generally having two of a plant does not affect flowers, it affects the fruit (pollination).

Plantmum is right, plants will flower regardless of whether there are any other plants around. If you want seeds that's when you need two.
