Sorry, no idea what it is, but definitely not a Wisteria, nor even in the Fabaceae at all.

I'm with suse, it's definitely a Buddleja of some sort, but it's not the Buddleja davidii that everyone grows. There are a couple others that have similar looking flowers, but B. lindleyana is more common than some of the others so I suspect that's it. |

I have a huge B. lindleyana (they sucker and pop up several feet from mother). The flower and leaf of this one do look the same as mine, although it isnt in bloom yet here in CA so I couldnt go pick one to be positive, but 95% so... |
