I made this picture at Riverlands house on our visit, she thinks it is a lavender. She also said it bloomed all winter. She lives in LA but her weather is much like ours as she is in the north part and rated as 7B

Yes, I could not smell any scent to it, but I had been riding in a car with plants inside for 6 hours and my allergies were a little stirred up. It does not smell to me.

Definitely not lavender. I agree with altagardener, it definitely looks like an Erysimum to me, possibly 'Bowles Mauve' although there are a couple other purplish/lavender ones as well.
The plant foliage looks like it, and it is a woody plant, but the color on my picture is pretty close to the real color. It is a blue to my eyes
